MISSION STATEMENT

Wolfeboro Community Television Inc. has been established
to foster the use of electronic media by providing
residents and organizations of the Town of Wolfeboro , NH and other member NH communities with access to cable television channels for the purpose of non-commercial communication within the community.

To this end, Wolfeboro Community Television Inc. is committed to providing an opportunity for members of the Wolfeboro and other member communities to use cable television to communicate their views or other information. WCT makes available channel time on the cable system as well as access to and training in the use of television production resources. WCT seeks to: (1) present a wide range of programming that expresses the diversity of perspectives;(2) establish a broad base of community understanding of and involvement in public access television; (3) encourage community support for access productions; and (4) furnish an electronic conduit for free expression. WCT further intends to assess community response to programming, to ensure continues community access to and use of the public access channels through sound management; and to participate in the development of additional community uses of telecommunications technology.


POLICIES AND PROCEDURES

1.0 OVERVIEW AND PURPOSE
The Region 9 Vocational Technical Education Center and Wolfeboro Community Television (WCT) PEG ( Public, Education, Government) Access Facility maintains video and post-production equipment and telecast facilities for use by access PEG users who are Wolfeboro and other member communities members for the express purpose of originating television productions to be cablecast.
This procedure manual defines the policies and procedures developed by Region 9 Vocational Technical Education Center and Wolfeboro Community Television to facilitate programming. All the procedures for conducting workshops, producing programs and using the channel including all written forms are described. The purpose of these policies and procedures is to make the most effective use of the WCT facilities and staff while providing the maximum opportunity for locally produced television.
Definitions:A Member community is a city/town served by MetroCast Cable Television served by WCT programming and financially supporting WCT.
An Associate Member community is a city/town receiving WCT programming not served by MetroCast Cable Television. (An Associate Member community is not considered a Member Community)

1.1 MetroCast Cablevision Corporation (MCC) Responsibilities

Pursuant to the terms of the Franchise Agreement with the Town of Wolfeboro, the following are affirmative actions to be performed by MCC:
1. Provide three, six megahertz channels for PEG access subject to the control of the MCC.
2. Monitor the access channels for technical quality.
3. Ensure that access programming is properly switched to the appropriate downstream channel in an efficient and timely manner.
4. Provide and maintain all necessary processing equipment at the head end in order to switch upstream signals from the WCT studio to the designated downstream access channel.
5. Provide access to a character generator for the use of programming a community bulletin board.

1.3 Region 9 Vocational Technical Education Center Director Responsibilities

1. Provide space and support as required to WCT at the Region 9 Vocational Technical Education Center and at Kingswood Regional High School, 384 S. Main St, Wolfeboro, NH. This includes administrative space, post-production workstations, WCT channel origination and equipment, and a classroom for training and live production when classes of the Center are not in session.
2. Assist the Coordinator with the development of a curriculum for training WCT users.
3. Assist the Coordinator with the obtaining of quotes, expenditure decisions, and processing of purchase orders.

1.4 PEG Access Board (PAB) Responsibilities

1. Assist the Coordinator of the WCT with the formulation and updating of policies and procedures to operate the PEG access facility.
2. Approve the initial WCT PEG Access Facility Policies and Procedures.
3. Mediate any disputes between the Coordinator and PEG Access users brought by petition to the PAB.
4. Approve any non-budgeted expenditures.
5. Submit an annual report to MCC as requires by the franchise agreement with the Town of Wolfeboro .
6. Insure that a policy of nondiscrimination is followed such that no individual or group will be denied access to training or cablecasting time on WCT on the basis of national origin, color, gender, age, handicap or disability, religious or political belief, martial status, pregnancy or sexual orientation.
8. Take a lead role in the formulation of the long term plans of WCT.
9. Based on the budget recommended by the Coordinator, establish and approve an annual budget ..
10. Update the Policies and Procedures document as required. After 30 days notice to the public and review of any public comments updates may be made by a majority vote of the PAB.



1.5 Coordinator of the PEG Access Facility (WCT) Responsibilities

1. Implement these policies and procedures and integrate actions of the PAB into operating procedures, participate in long-term planning with the PAB, and oversee the implementation of those plans.
2. Coordinate daily WCT operations, compiling program schedules and on-air events, calendar, operating on-air equipment, scheduling users and facilities, and managing office operations.
3. Coordinate production associates producing productions around the region with a "portable studio".
4. Develop a curriculum for workshops and training users for use of specific equipment for both day and evening students, and teach this curriculum or appoint other personnel to do so.
5. Maintain an WCT user file with a listing of what equipment each user is qualified to operate.
6. Oversee the loaning, use, and returning of all WCT equipment by qualified users.
7. Assist producers and actively solicit programs. Community productions are created by volunteer producers including students, teachers, and interested adults. Decisions regarding preparation for cablecasting and possible schedule conflicts will be decided by the Coordinator.
8. Continually keep the PAB informed of problems, conflicts, etc. and seek their advice as necessary.
9. Submit an annual report to the PAB.
10. Submit all unbudgeted proposed expenditures to the PAB for approval.
11. Obtain 2 quotes (telephone or written) for items between $1,000 and $4,999. Obtain two written quotes for items of $5,000 or more.
12. Issue and supervise work assignments to and schedule other WCT staff and access users.
13. Prepare an annual budget and submit it to the PAB.
14. Prepare updates to the Policies and Procedures document as necessary and submit them to the PAB for approval.


2.0 PEG ACCESS USERS/PRODUCERS

2.1 Definition
A PEG Access User/Producer is an individual who has filled out a User Fact Sheet and a Request for Cablecast Time and Producer's/Sponsor's Agreement and Indemnification (one for each program submitted) or Statement of Compliance and Waiver of Liability form as applicable An individual must be an Access User/ Producer to submit material for cablecasting, use any of WCT equipment or other facilities in any capacity or participate in any WCT training sessions or workshops. WCT users may crew for either PEG access or local origination programs.
An access producer is a trained WCT user who develops the program's concept and has the ultimate responsibility for the content of the program. Depending on the circumstances, one person may be both an access producer and an access user.
An access user must identify themselves to persons involved in productions as a volunteer and not represent themselves as an employee or representative of WCT.

2.2 Eligibility
1. Any resident of Wolfeboro and other member communities or official representative of an organization located in Wolfeboro and other member communities may request training, become access users and producers, reserve the studio, reserve remote equipment or request WCT channel time. They may be required to show proof of residency or membership in an organization in Wolfeboro or other member communities. They must identify in what capacity they are requesting to be a user, i.e., public, education, government, or nonprofit organization. Persons who are not residents or are not an official representative of an organization located in Wolfeboro or other member communities may participate only as non-operating equipment crew members on programs produced by access users.

2. A signed Statement of Compliance and Waiver of Liability form or Request for Cable-cast Time and Producer's/Sponsor's Agreement and Indemnification form as applicable and User Fact Sheet must be on file at the facility before use of equipment and/or facilities will be granted. This states that
the user understands these operating Policies and Procedures and agrees to abide by them.

3. Non-residents of Wolfeboro or other member communities or persons who are not an official representative of an organization in Wolfeboro or other member communities are not eligible to produce programs except with access users and producers and then only in conjunction with an event of the organization they are a member of.


2.2.1 Access Users Less than 18 Years Old
The PEG Access Facility operation serves community members of all ages. Users under the age of eighteen cannot be held to any legally binding agreement and, therefore, will be subject to the following conditions:
1. Statement of Compliance and Waiver of Liability
If the user is less than 18 years of age, he or she must have a parent or guardian cosign his/her Statement of Compliance and Waiver of Liability form. The cosigner will be responsible for any damage to WCT facility or equipment as well as the behavior of said minor while he or she is at the WCT facility or remote locations.

2.Training:
Users less than eighteen may participate in PEG Access Facility training courses

3. Producer Qualification:
No user under the age of eighteen may be a producer except for KRHS multi-media class students He or she may participate in producer training workshops with written parental permission and may work closely with the program producer but cannot be certified as such. Minors are required to have adult producer assigned to their program. The producer working with minors understands that he or she accepts full responsibility for the content of the program and for the behavior of the crew. He or she understands that any community comments regarding that program will be forwarded to him/her.

4. WCT Equipment/Facility Usage:

No community user under the age of eighteen except for KRHS multi-media class students may reserve the WCT studio or equipment. Only an adult user may reserve production equipment. Users under the age of 18 may use remote production equipment only under the supervision of an adult access user who assumes full financial responsibility for the replacement of materials or equipment, or repair of equipment which results from the use either authorized or unauthorized, and/or misuse or damage to equipment while in their possession. The access user is required to complete all required forms. He or she must personally pick up and return equipment to the facility at the scheduled times.


2.3 Producer Responsibilities
1. The access producer assumes full responsibility for the use of the production facilities and equipment and agrees to pay all costs of repair and/or replacement resulting from such use other than normal wear and tear, as determined by the Coordinator. If any problems occur with the equipment the producer must notify the Coordinator immediately.
2. The access producer must complete and sign the Request for Cablecast Time and Producer's/Sponsor's Agreement and Indemnification form.
3. The access producer is responsible for enlisting an adequate certified crew for any given production, with the approval of the Coordinator.

3.0 PROGRAM REGULATIONS AND PROCEDURES

Programs must be clearly labeled with the title of the program, the name of the public access user, dates of production, the length of the program. The program may have opening and closing credits.

3.1 Copyrighted Material
Copyrighted video or audio material may be used by the WCT user only when written permission is obtained from the copyright holder. It is the WCT user's responsibility to obtain written permission to use any copyrighted material. Copyrighted holders will include but not limited to all broadcast stations, networks, sponsors, music licensing organizations, performers, copyright holders and any other persons as participants in production of the material in question.

3.2 Obscene or Pornographic Material

The use of material which is obscene is prohibited from WCT telecasts. Obscene material is as defined in New Hampshire Criminal Code RSA Chapter 649A and Chapter 650 and is prohibited by the FCC as set forth at Title 18 United States Code, Section 1464. Material which contains obscene, offensive language or excessive violence may be prohibited from WCT telecasts at the discretion of the coordinator.
3.3 Lotteries
The direct or indirect presentation of lottery information, gift enterprises or similar schemes will be prohibited from cablecast except for nonprofit organizations properly licenced by the town/city and/or state as required . Lotteries are defined as games of chance for money or prizes, or similar money making presentations.

3.4 Advertising, Promotion, Solicitation
Advertising and promotional material designed to promote the sale of commercial products or services will be strictly prohibited from telecast except when the advertising or commercial material is part of a WCT cablecast (live or recorded) which is also broadcast or televised by another media (TV or radio) .Each time this exception is made it will be approved in advance by the PAB Advertising is further defined as telling about or praising a product, service, or business, or as to make people want to buy; as intentionally showing business or product names, logos, or symbols as promotion; as having the intent to make a profit as a result of the telecast. Underwriting for programs must be for goods and services that are in-kind contributions or donations only to WCT (not the producer) that aid in developing or improving programs. Credit for sponsorship should be as follows: "This program was made possible through a grant by ....... or goods and services used in this program were contributed by ........" WCT must have prior notification in writing of such underwriting. The sponsorship of a WCT program may be indicated as a part of the credits.
The direct solicitation of funds for any and all purposes (excluding assisting established community-based and nonprofit charitable organizations in their fund-raising activities) will be prohibited from all cablecasts.

3.5 Commercial Distribution
Program material videotaped with the WCT equipment or facilities may not be used for financial gain (other than WCT) or commercial purposes and may not be commercially distributed without the expressed and prior written consent of the producer of the material and the WCT Coordinator.

3.6 Personal Use
Use of WCT studio or equipment for personal use is prohibited.

3.7 Government Laws and Regulations

Any material which violates any local, state or Federal law or regulation or FCC Regulations is prohibited, i.e., slanderous or libelous material.

3.8 Release Forms
Any material of or about individual(s) obtained without written permission of said individual(s) is prohibited. Access producers are legally responsible for obtaining signed release forms from individual(s) being interviewed or featured in programming. Access producers will have full responsibility for any legal action which may result. ( An Authorization and Release form for this purpose may be obtained from the Coordinator.)

3.9 Live Access Programing
Because of the technical demands of a "live" program a producer must successfully produce at least two live-to-tape productions as part of their training before he or she may request producing a "live" program.

4.0 PROGRAM SCHEDULING
1. Programs will be scheduled according to the following set of priorities:
a. Programs produced by government or the school district.
b. PEG access productions produced at WCT by WCT users or staff
c. Programs produced of local community events not produced at WCT.
d Programs produced by nonprofit organizations.
e. Other non-commercial program material submitted for cablecasting .Other program material includes material not produced by WCT or by an individual or individuals of Wolfeboro or other member communities.. Such program material may be requested to be cablecast as a "bicycled" tape by an individual of Wolfeboro or other member communities by submitting the request via a "Bicycle Tape Request" form. Other bicycled tapes (such as those from other PEG access centers) may be cablecast on WCT at the discretion of the Coordinator.
2. Series Programming: A series program is produced on a nightly, weekly, biweekly, monthly or other regular basis. It contains material under the same title. If a series producer fails to submit new, original programming for more than two consecutive weeks without prior notification, the Coordinator may assign the remaining portion of the series time to another program. It is required that producers have two programs completed in advance and delivered to WCT at all times.

3. Live Programming: Use of the studio for live programming by an access producer must be approved by the Coordinator. If the studio is available and the access producer has indicated that the necessary arrangements have been made for the production, the studio will be reserved and the live program will be scheduled. The Coordinator has the right to cancel a live production up to one week in advance, if the necessary arrangements have not been made. In order to insure adequate promotion, requests for live show must be made at least two weeks in advance.

5.0 RIGHTS AND RESPONSIBILITIES OF ACCESS PRODUCERS

1. The access producer is the person solely responsible for the program's fate and content.
2. Access producers retain any right they may have to the content of their programs. Cablecasting on WCT relinquishes no rights of ownership.
3. Programming produced by access users on their own equipment or using WCT equipment will not convey any copyright in the programming to WCT.
4. Individuals, community organizations, or any other access users may not use WCT, equipment, programs, or out-takes for personal profit. WCT users utilizing the facilities, equipment, programs, or out-takes in the above manner will be subject to a loss of all privileges as stated in Appendix A, under Violations. It is the WCT's intent to encourage participation in community television production as a First Amendment forum and not to profit any individual or organization.
5. All program tapes supplied by WCT remain the property of WCT and must remain at the studio unless permission for removal is granted in writing by the Coordinator. Access producers wishing to have one copy of their program may have a tape dubbed from a master videotape at no charge.
6. Master tapes supplied by WCT will customarily be retained for archiving. Raw footage tapes will not be archived by WCT.
7. Under no circumstances will WCT be used for commercial purposes (Ref: section 3.5).
8. Other than the rights assigned to the WCT, only the community producer has ownership and duplication rights for each program. Other individuals or organizations will be asked to make proper duplication arrangements with the access producer, unless the WCT has prior written authorization from the producer.

9.. Sharing such programs with other cable access centers, with which cooperative arrangements have been made, and any further distribution or submission for award consideration may be initiated by the Coordinator with full knowledge and written permission of the access producer as well as appropriate credit for the producer and all others credited on the original production. Likewise, the access producer may initiate further distribution or submission for award consideration providing the WCT is duly acknowledged and credited for its participation and support and is given the opportunity to have such credit removed prior to such distribution or submission.
10. Access users producing political or "issue" programs on WCT are required to invite opposing candidates (equal opportunity) or those on the opposing side(s) of the issue for a joint appearance. "Issue" related programming may be cablecast when produced or supplied by Wolfeboro or other member communities residents. Any Wolfeboro or other member communities resident who has an opposing view may also produce a videotape to be cablecast.
11. If one or more complaints are received from the public regarding the program content, material submitted for cablecast by producers will be reviewed for compliance to WCT policies. If upon reviewing the program it is found not to comply with WCT policies, the program will not be cablecast again and the producer will be requested to meet with the Coordinator to discuss the violation of WCT policies. No further material will be cablecast from the producer until such time as this meeting takes place and the Coordinator is satisfied that the producer will comply with WCT policies.

6.0 EQUIPMENT PROCEDURES
1. Equipment and facilities may be used only WCT users or KRHS multi-media class students. Reservations for the use production equipment can be made up to four weeks in advance and should be made at least two weeks in advance. The scheduled use of equipment will be determined by the Coordinator on a first come, first -served basis. . All requests for usage will be subject to availability. All equipment will be returned by the access user/ producer in their original clean, organized and properly packed condition after use.
2. Use of the equipment is for the sole purpose of producing programs for WCT or KRHS multi-media class students with priority given to education and government on a first-come, first-served basis.
3. The amount of equipment provided to an access user will be determined by the Coordinator or the instructor of the multi-media class based upon experience of the access user and production crew, scope of production, availability and the needs of other access users.

4. The access user must notify the Coordinator or representative in writing upon returning the equipment of any problems, malfunctions or damage, so that appropriate repair and maintenance may be performed.
5. The user assumes full responsibility for any and all equipment that is checked out. This includes loss or damages incurred, other than "normal wear and tear" and will be determined by the Coordinator. (The user will be charged for loss or damage or theft.) Further use of WCT equipment or facilities will be prohibited until the user clears any debts to WCT.
6. In general circumstances, a user may reserve portable PEG access equipment to be picked up during business hours and to be returned the same day. Alternative pick up/return times or overnight usage will be determined by the Coordinator or designee based on the access producer's need, equipment availability and staff availability. Equipment is to be picked up and dropped off when the Coordinator or designee is available.
7. Trained users under the age of 18 except for KRHS multi-media class students, who wish to use the equipment may do so only under the supervision of an adult access user who assumes full financial responsibility for the replacement of materials or equipment, or repair of equipment which results from the use either authorized or unauthorized, and/or misuse or damage to equipment while assigned to him/her. The adult is required to complete all required forms which must be approved by the Coordinator. He or she must personally pick up and return equipment to WCT at the scheduled time.
8. Access users are prohibited from altering studio equipment or "opening" or trying to repair any piece of equipment. Users are also prohibited from rewiring any studio configuration. The user will be charged for equipment damaged due to these events.
9. The Coordinator must give written permission to the access user/producer for portable equipment to be used outside the area encompassed by the Town of Wolfeboro.
10. A user's privileges may be suspended if the user does not contact the studio at least 24 hours prior to reservation time if a reservation is to be canceled or changed.
11. Violations of these rules may subject the WCT user to immediate forfeiture of the privilege to use the facilities and equipment of WCT. Appendix A outlines violations and their penalties.

12. Region 9 Vocational Technical Education Center and Coordinator reserve the right to refuse the use of the facility and equipment of the school and WCT to any individual violating the rules and regulations of the Region 9 Vocational Technical Education Center and Kingswood Regional High School. The portion of the Region 9 Vocational Technical Education Center and the Kingswood regional High School rules and regulations which are applicable to users of WCT equipment is found in appendix B.
13. Program development which in any way involves the use of public school buildings, personnel, or other school facilities, must be approved in writing by the Region 9 Vocational Technical Education Center Director, Principal of Kingswood Regional High School and/or Superintendent of Schools.

7.0 FACILITY PROCEDURES
1. The WCT studio may only be used by WCT certified users. Reservations for the use of the studio can be made up to four weeks in advance and should be made at least two weeks in advance. The scheduled use of the studio will be determined by the Coordinator on a first-come, first -served basis.. All requests for usage will be subject to availability. All facilities must be left in the original clean and organized condition after use.
2. Use of studio facilities is for the sole purpose of producing programs for WCT , with priority given to education and government on a first-come, first-served basis.
3. The access user must notify the Coordinator in writing of any studio equipment problems, malfunctions, or damage, so that appropriate repair and maintenance may be performed.
4 The user assumes full responsibility for any and all equipment that is used in the studio. This includes loss or damage incurred, other than "normal wear and tear", and will be determined by the Coordinator. (The user will be charged for loss or damage.)
5. Trained users under the age of 18 who wish to use the studio may do so only under the supervision of an access user who assumes full financial responsibility for the replacement of materials or equipment, or repair of equipment which results from the use either authorized or unauthorized, and/or misuse or damage to equipment while assigned to him/her. The access adult is required to complete all required forms and approved by the Coordinator.
6. Access users are prohibited from altering studio equipment or "opening" or trying to repair any piece of equipment. Users are also prohibited from re-wiring any studio configuration.
7. A user's privileges may be suspended if the user does not contact the studio at least 24 hours prior to studio reservation time if a reservation is to be canceled or changed.

9. Region 9 Vocational Technical Education Center, Kingswood Regional High School, and WCT reserves the right to refuse the use of the WCT facility of the school to any individual violating the rules and regulations of the Region 9 Vocational Technical Education Center and the Kingswood regional High School. The portion of the Region 9 Vocational Technical Education Center and Kingswood Regional High School rules and regulations which are applicable to users of WCT facility is found in appendix B..
10. Program development which in any way involves the use of public school buildings, personnel, or other school facilities, must be approved in writing by the Vocational Director, Principal of Kingswood Regional High School and/or Superintendent of Schools.
11. All set pieces brought into the studio must be removed immediately after the studio production. One hour should be allowed before and after the actual production for set-up and tear-down.
12. Under no circumstances will the studio be used by a user without supervision by WCT staff or volunteers designated by the Coordinator.
13. Users are entitled to a maximum of 4 hours/ session of studio use including set-up and tear-down.

8.0 PROGRAM SUBMISSION AND IDENTIFICATION PROCEDURE
1. Requests for scheduling of programming should be made two weeks in advance to the Coordinator on an Application for Cablecasting form which contains the following information:
a. Access producers' name, address and phone number
b. Title of a program
c. A synopsis of program content or proposal
d. Anticipated length of the program
e. Request dates(s) and hours(s) for cablecasting with at least one alternate date and time for cablecast.

2. Prior to cablecast the following material must be submitted to the Coordinator:
a. A Request for Cablecast Time and Producer's/Sponsor's Agreement and Indemnification form for the specific program submitted.

b. A master video TAPE marked with the following information: access producers name, program title, and total running time (first video to last video) in SMPTE time
( hours: minutes: seconds).
3. The preferred tape format is VHS or VHS-S or DVD . Taped programs must be submitted on new high grade good quality tapes. Program material submitted on low grade tapes will be rejected The preferred tape recording speed is standard play (SP). Tapes recorded at SLP speed with poor quality video will be rejected.
4. Material submitted with poor video quality i.e. bleeding colors, excessive video noise, incorrect white balance, unstable video, washed out colors, insufficient brightness, focus or contrast problems may be rejected by the Coordinator for video technical reasons.
5. Material submitted with poor audio quality i.e. audio level too low, excessive noise, synchronization problems, muddy or muffled sound may be rejected by the Coordinator for audio technical reasons.
6. The beginning of all cablecast programs should have 30 seconds of black and blank audio. If there is no titling at the beginning of the tape, 2 minutes of black should be included so that titling may be added.
7. The end of all cablecast programs should have the standard format in the following order:
a. Appropriate credits
b. Programming produced through WCT should include the following system credit:
"The preceding PEG Access Program was produced entirely by WCT users. The views expressed are those of the producers and do not represent the views or opinions of WCT or its staff."
c. At least one minute of video black and blank audio.
6. Program material owned by the access producer or user must be picked up within two weeks of the last cablecast. After two weeks, WCT assumes no responsibility for Program material.
7. With the permission of the producer WCT may keep clips of program footage that is generic or of historical significance.


9.0 WCT CALENDAR/ANNOUNCEMENTS (Bulletin Board)


1. The WCT Calendar/Announcements (Bulletin Board) is a resource for nonprofit organizations, schools and government entities to announce activities or events to the MCC subscribers. Announcements submitted by Wolfeboro or other member communities organizations will have priority. Events in other communities and announcements received less than two weeks prior to the activity are subject to space availability.
2. Programming information for WCT may also be carried on the calendar.
3. The calendar is an extension of PEG Access and is available on a first-come, first-served basis according to the above guidelines. MCC has no editorial control over the content of calendar messages.
4. Access producers are encouraged to submit promotional material for the calendar.
5. All calendar material must comply with section 3.4.

10.0 WORKSHOPS, TRAINING, AND CERTIFICATION
1. It is understood that anyone who qualifies under the Eligibility section of this Operating Policies and Procedures who wishes to utilize the equipment and/or facilities should have successfully completed a basic certification training session(s) for the specific equipment or facility.
2. Workshops and training courses on all phases of television production etc. taught by WCT personnel will be offered periodically as the need arises. Requests for participation in these courses may be made in writing to the Coordinator.
3. Training sessions will be held on a first-come, first-served basis to a resident of Wolfeboro or other member communities. Anyone interested in training should contact the Coordinator.
4. Workshops will take precedence over other access activities as the training of new community television volunteers is viewed as a priority.
5. Those successfully completing training sessions for specific equipment or workshops will be issued Certificates of Completion.
11.0. OTHER POLICIES
1. Any question regarding the content of public access programs will be referred directly to the Coordinator.

2. Programs cablecast over WCT do not represent the views or opinions of the WCT, PAB, Wolfeboro or other member communities or Associate Membership governing bodies, Region 9 Vocational Technical Education Center, or Governor Wentworth Regional School District.
3. The Region 9 Vocational Technical Education Center has the right to cablecast any program produced using its equipment subject to the policies and procedures herein.
4. WCT reserves the right to waive any self imposed regulations when such a waiver is judged to be in the public interest.
5. Underwriting grants may be obtained from private and/or public sources and must be paid to WCT and not the producer. However, credit to the provider of funding can only be given at the beginning or ending of the program.
6. All requests for: scheduling usage of WCT equipment/facilities, scheduling cablecast time for program material, information regarding training sessions or workshops; and questions regarding these policies and procedures should be directed to:

APPENDIX A

RULES VIOLATIONS AND PENALTIES

In order for the policy and regulations of the Public Access Facility and Region 9 Vocational Technical Education Center and Kingswood Regional High School to be effective and to keep operations running smoothly, a penalty system has been instituted. There are two types of rules which, if violated, can result in restrictions on an access producer. The Coordinator is authorized to issue warnings and suspensions for utilizing equipment and use of facilities.

A. Major Violation
A first major violation will result in an immediate 90-day suspension from utilizing equipment and use of facilities. A second major violation will result in the permanent forfeiture of facility privileges.
These may include but are not limited to:

1. Commercial or profit making uses of Public Access Facilities or any unauthorized use of facilities for other than programs to be cablecast.
2. Harassment of personnel and/or volunteers.
3. Falsifying forms.
4. Taking or reserving equipment without staff permission.
5. Abuse of equipment, including attempted repair, and/or reconfiguration of or changing wiring.
6. False statements and/or information regarding Public Access Facilities and its programming to press or electronic media.

B. Minor violations will result in the following series of actions which are documented and reviewed with the volunteer and kept on file at the studio:

First violation . . . . . . . . . . . written warning

Third violation . . . . . . . . . . . 90 day suspension
Fourth violation . . . . . . . . . . . permanent suspension

Minor violations may include but are not limited to:
1. Failure to cancel reservations in accordance with policy.
2. Late pick-up or return of equipment without notification and approval.

3. Repeated mishandling of equipment.
4. Eating, drinking or smoking in restricted zones.
5. Failure to clean up after use of facilities.
6. Handling off limits equipment or being in off limits areas. 7. Loitering
8. Neglect of policies or procedures.

C. Access producers and other crew members are encouraged to resolve difficulties on the staff level. Any access producer wishing to appeal an action of the staff may request an appeal.
D. The above penalties for major and minor violations do not deny the use of access channel time, only the use of access equipment and facilities.


SUMMARY

All users of the equipment or facilities of the WCT equipment or facilities will indemnify and agree to hold harmless the Region 9 Vocational Technical Education Center, Kingswood Regional High School, Governor Wentworth Regional School District, PAB, Coordinator, WCT and Wolfeboro or other member communities municipalities against any and all liability arising out of such use or breach of the statement of compliance. This indemnification will not be an admission of liability nor will it be for the benefit of third parties.
PEG access users will read these guidelines and prohibitions and sign a Statement of Compliance. Violations of these rules may subject the user to immediate forfeiture of the privilege of using the public access facility channels, equipment, and facilities.



APPENDIX B
Region 9 Vocational Technical Education Center and Kingswood Regional High School Applicable
RULES AND REGULATIONS

PROHIBITION OF SEXUAL HARASSMENT- DISCRIMINATION INTIMIDATION
It is the policy of the Governor Wentworth School District to provide educational environment in which all members of may work to learn in an atmosphere of respect for the dignity and worth of all its members. It must be free of sexual harassment. Sexual harassment is not only illegal ( Title VII of the 1964 Civil Rights Act and Title IX of the Education Amendments of 1972) but also unacceptable and impermissible conduct which will not be tolerated.
Acts of harassment, hostility, or defamation, whether verbal, written, or physical constitute grounds for disciplinary action. Sexual harassment includes all unwanted, uninvited and non- reciprocal sexual attention as well as the creation of an intimidating, hostile or offensive environment. Harassment can include: (1) sexually suggestive looks or gestures (2) sexual jokes, pictures or teasing (3) pressure for dates or sex (4) sexually demeaning comments (5) deliberate touching, cornering or pinching (6) attempts to kiss or fondle (7) verbal, written or physical threats or demands or suggestions that favors will be granted in exchange for sex or tolerance of sexual advances.
Informal complaints will first be made to the Coordinator of WCT and/or the Director of the Region 9 Vocational Technical Education Center.

CLOTHING
The following guidelines and accompanying regulations have been established:
1. Dress and grooming shall be clean and in keeping with health, sanitary and safety requirements. All clothing shall be neat, clean and free of holes that could be considered obscene or provocative.
2. Any article of clothing that could create a hazard to the wearer or to others shall not be acceptable..
3. Dress and grooming shall not be disruptive.
4. Clothing shall be free of provocative or obscene writing or graphics.
5. Clothing imprinted with slogans or graphics that refer to sex, violence, discrimination and/or drugs (including alcohol and tobacco) shall not be worn.
6. Articles of clothing and/or accessories that can cause physical damage to the facility are unacceptable.
7. Hats and sungalsses shall not be worn inside the school.

HAZING, FIGHTING, THREATS, AND/OR INTIMIDATION
Hazing, fighting, threats or forms of intimidation will not be tolerated . Each incident will result in removal of the member and their user privileges for a period of time determined by the Coordinator of WCT.



WEAPONS
Weapons are not permitted in or on the Kingswood Regional High School grounds. A weapon is defined as any instrument that could be used in a fight or could inflict harm on another person. Weapon(s) will be immediately confiscated and the bearer could face loss of all user privileges. Police will be notified as necessary. Seized weapons may be turned over to the police. All school buildings and premises shall be safe environments free of danger posed by the presence of weapons or conduct that threatens harm by means of weapons or objects used as weapons in accordance with the Safe School Zone Statute NH RSA 193-D.

VANDALISM
Any willful act of defacing, damaging or destroying school or WCT property or property belonging to another person is an act of vandalism. Acts of vandalism may be result in a loss of the perpetrator's user privileges and payment till be made for labor and material to repair by the perpetrator(s).

TOBACCO
The use of all tobacco products in all school buildings by all persons at all times is prohibited.

SKATE BOARDS
Skate boards are not allowed in school or on school property.

STEALING
Any willful act of stealing or unauthorized taking of school or WCT or another person property will result in disciplinary action. Such action will included full restitution for the property taken and may result in loss of the perpetrator's user privileges.

DRUGS
Anyone selling, giving, possessing or being under the influence of any controlled drug or alcohol on school property will be removed from the premises and forfeit all WCT rights.
